2. Complaint against the former Agriculture and Fisheries Department and the Lands Department for evading responsibility and delaying action on a tree which posed danger to passers-by. (February 2000)

Complaint against Transport Department for failure to monitor/supervise the operation of the Hongkong & Yaumati Ferry Co Ltd (HYF) sufficiently during the course of preparation for and commissioning of the new Cheung Chau - Central, Mui Wo - Central and Peng Chau - Central licensed ferry services which commenced operations on 1 April 1999.
